HR Specialist (Compensation/Benefits)

As the Human Resources Specialist with responsibility for payroll and benefits, duties includel:
Overseeing the administration of the National Finance Center (NFC) automated personnel/payroll system, including monitoring and running of T&A and pay output, processing payroll and personnel actions, running standard and ad hoc reports and serving as the Agency's point of contact with NFC; Advising managers and employees on setting and adjusting pay including special salary rates, pay limitations, allowances, grade and pay retention, severance pay, recruitment and retention flexibilities, back pay and settlement of claims; Advising employees on Federal and Agency-specific benefits and flexibilities, and processing related actions; Preparing and analyzing a wide range of standard and ad hoc reports to monitor compensation and leave-related activity and identify discrepancies or issues that require attention; Conducting annual reviews of pay and leave, etc.; Serving as Contracting Officer's Representative (COR) for payroll and benefits programs and service contracts; Serving as system administrator for NFC, Benefits Allocations System (BAS) and back-up for e-OPF and HSPD-12. Experience:
Demonstrated experience operating the USDA National Finance Center (NFC) automated personnel and payroll processing system AND extensive experience using various NFC sub-systems (IRIS, EPIC, SPPS, EPP, EmpowHR) and related components. You may qualify at the VH-38 (GS-12) grade level if you have one year of specialized experience equivalent to the VH-37 (GS-11) band level in the Federal service that provided the ability to:
Operate the USDA National Finance Center (NFC) automated personnel and payroll processing system AND extensive experience using various NFC sub-systems (IRIS, EPIC, SPPS, EPP, EmpowHR) and related components; Execute payroll output and monitor payroll and time and attendance transactions to ensure employees are accurately paid; Serve as agency expert on processing a variety of payroll and personnel actions including researching non-routine payroll actions; Provide comprehensive advisory service to employees on Federal employee benefits. You may qualify at the VH-39 (GS-13) grade level if you have one year of specialized experience equivalent to the VH-38 (GS-12) band level in the Federal service that in addition to the above provided the ability to:
Operate the USDA National Finance Center (NFC) automated personnel and payroll processing system AND extensive experience using various NFC sub-systems (IRIS, EPIC, SPPS, EPP, EmpowHR) and related components; Execute payroll output and monitor payroll and time and attendance transactions to ensure employees are accurately paid; Serve as agency expert on processing a variety of payroll and personnel actions including researching non-routine payroll actions; Provide comprehensive advisory service to employees on Federal employee benefits; and Analyze, interpret, develop, advise and/or implement Federal laws, regulations, policies, and/or guidance involving subject matter areas within payroll administration e.g., pay and/or leave administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
