Financial and Accounting Analyst

As a Financial and Accounting Analyst, duties include:
Independently reviewing and analyzing the accounting system for compliance with Treasury and the Office of Management and Budget (OMB) financial requirements, and adherence to FCA's financial needs. Making recommendations on the prescription of agency accounting standards, policies, and requirements; and the analysis and interpretation of accounting data, records, and reports. Developing and providing recommendations with action plans to management and other staff on accounting, budget, and financial management matters to improve effectiveness and efficiency. Assist with the oversight of FCA's travel system and supporting end-users as needed, which includes issuing travel guidance, providing routing changes, and providing accounting codes to employees and supervisory personnel. Independently working on a variety of functional areas as needed, including capitalized property, institution assessments, reimbursable billings, payroll reconciliation and other miscellaneous reporting. All qualification requirements, including completion of education, must be met by June 1, 2020. For those using Superior Academic Achievement (SAA) to qualify, GPA requirements must be met by time of application. 1. ELIGIBILITY FOR PATHWAYS RECENT GRADUATE PROGRAM To be eligible for this position, you must be a college graduate from a qualifying educational institution with an undergraduate and/or Master's degree (see required fields of study noted in 2 below), within 2 years of your application. Students scheduled to receive their qualifying degree (see required fields of study noted in 2 below) no later than June 1, 2020 are also eligible. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as many as six years after degree completion to apply. 2. QUALIFICATIONS To qualify for the VH--35 (GS-09) band level, you must have one year of specialized experience equivalent to the VH-34 (GS-07) grade level in the Federal service that demonstrates meeting at least one of the following:
Knowledge of and skill in applying Generally Accepted Accounting Principles of the United States (GAAP), OMB directives, and Treasury guidelines to support team members on accounting and finance matters. Knowledge of finance and accounting operations/functions, and automated financial management systems. Knowledge of journal entry postings, reconciliations, accounts receivables, accounts payable, and databases and software used for financial analysis and reporting activities. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
business administration, finance, economics, statistics or accounting. OR Combination of Education and
Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for the VH-37 (GS-11) band level you must have one year of specialized experience equivalent to the VH-35 (GS-09) band level in the Federal service that demonstrates meeting all parts of the following :
Knowledge of and skill in applying Generally Accepted Accounting Principles of the United States (GAAP), OMB directives, and Treasury guidelines to advise and provide recommendations on accounting and finance matters; Knowledge of finance and accounting operations/functions, automated financial management systems, and databases and software used for financial analysis and reporting activities; Knowledge of and experience performing journal entry postings, reconciliations, accounts receivables, accounts payable, and financial analysis and Knowledge of and skill in applying internal control requirements, such as OMB Circular A-123 or Sarbanes-Oxley, to maintain the integrity of financial reporting. OR Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
business administration, finance, economics, statistics or accounting. OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The check will bounce and the victim is left responsible.
