As an Auditor for the FCA OIG, you will provide a broad range of specialized, independent activities under the general direction of the Assistant Inspector General for Audits, Inspections, and Evaluations. This entry level/trainee position leads to the full performance level of a VH-39 (GS-13) band level. Because FCA OIG is a small office (current staff of 5 employees), you will be exposed to work outside of auditing assignments and will be working, at times, with the Inspector General (IG), the Investigator, the Counsel to the IG, as well as others in the IG community. The employee in this entry-level position works in a training capacity toward the full performance level duties as described below. As an Auditor, you will conduct Audits, Inspections, and Evaluations (AI&E) of FCA programs and operations. Auditor duties include:
Planning, researching, and documenting AI&E work. Interviewing FCA personnel to obtain relevant information. Writing and delivering AI&E reports. Using databases, computers, and software extensively. Ensuring that all AI&E work complies with Generally Accepted Government Auditing Standards, Council of the Inspectors General on Integrity and Efficiency Quality Standards, or any other applicable standards or guidance. Participating in a training and development program to learn OIG and AI&E procedures. All qualification requirements, including completion of education, must be met by the June 1, 2020. For those using Superior Academic Achievement (SAA) to qualify, GPA requirements must be met by time of application. 1. ELIGIBILITY FOR PATHWAYS RECENT GRADUATE PROGRAM To be eligible for this position, you must be a college graduate from a qualifying educational institution with an undergraduate and/or Master's degree (see required fields of study noted in 2 below), within 2 years of your application. Students scheduled to receive their qualifying degree (see required fields of study noted in 2 below) no later than June 1, 2020 are also eligible. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as many as six years after degree completion to apply. 2. DEGREES REQUIRED FOR APPLICATION ALL applicants must possess one of the following Individual Occupational Requirements:

auditing; or a degree in a related field such as business administration, finance, public administration or accounting; OR Combination of education and
Experience:
at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
(1) a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or (2) completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. 3. QUALIFICATIONS TO QUALIFY AT THE VH-34 (GS-07 equivalent) BAND LEVEL, applicants must have ONE of the following:
A) At least 52 weeks of experience at the VH-32 (which is equivalent to the GS-5) band level, performing work with the particular knowledge, skills, and abilities to successfully perform the duties of the position at the time of application. Specialized experience includes meeting all three parts of the following:
(1) assisting with audit or accounting projects and assignments; (2) gathering information; and (3) performing auditing or accounting tasks based on instruction from others. OR B) A bachelor's degree and superior academic achievement. Note:
Superior academic achievement is defined as:
i. A grade-point average of B (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses or those completed in the last two years of undergraduate study at the time of application. ii. A grade-point average of B+ (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study at the time of application. iii. Rank in the upper one-third of your class in the college, University or major subdivision. iv. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. OR C). At least one full year of graduate level study, or possess a Master's or higher degree, e.g., Ph.D., etc., in a field that provided the knowledge, skills, and abilities to do the work of the position at the time of application. TO QUALIFY AT THE VH-35 (GS-09 equivalent) BAND LEVEL, applicants must have ONE of the following:
A) At least 52 weeks of experience at the VH-34 (which is equivalent to the GS-7) band level, performing work with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes meeting all four parts of the following:
(1) assisting with audit or accounting projects and assignments; (2) gathering information; (3) performing auditing or accounting tasks based on instruction from others; and (4) preparing OIG reports, or other reports, based on work performed. OR B) Two (2) full years of progressively higher level graduate education. OR C) A Master's or equivalent graduate degree (such as an LLB. or J.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
