As the Supervisory Program Analyst, you will:
Advise and assist the Associate Administrator for RD&T in directing, coordinating, controlling, and ensuring the efficient and effective delivery of business management support, administrative functions, and logistical activities essential to meeting the RD&T mission and strategic goals and the corporate management strategies, goals, and objectives. Supervise a staff of financial, program, and administrative management specialists. Establish performance standards for and evaluate work of HRRM staff. Serve as the principal point of contact between RD&T and FHWA for business operations, management support, and administrative matters. Represent the Associate Administrator for RD&T in numerous contacts inside and outside of FHWA and DOT in regard to assigned sphere of responsibility. Participate in the formulation of broad program, technical, and administrative policies and procedures needed for planning, executing, and deploying research, development, and technology programs and activities. Direct the management and delivery of RD&T business operations and logistical support functions by setting policies, establishing procedures, and evaluating outcomes in the areas of budget and financial management; conducting annual financial integrity review and evaluations, and acquisition planning and administration. The ideal candidate for this position has experience in one or more of the following areas:
human resources, professional development and training, financial management, logistics (support services) management, or information technology. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience providing leadership and management of operations, administrative, financial unit strategic planning and human resources functions. Experience leading and/or managing a diverse workforce to support the mission of an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
