The Emergency Preparedness and Security Officer:
Performs emergency management work including managing and coordinating Federal emergency preparedness activities such as identifying and assessing risk, estimating the level of capabilities needed to address those risks, building or sustaining the required levels of capability, developing and implementing plans to deliver those capabilities, validating and monitoring progress, and reviewing and updating efforts to promote continuous improvement. Coordinates FCA's and FCSIC's emergency, COOP and security responses with the Federal Protective Services (FPS), Federal Emergency Management Agency, General Services Administration, and other Federal, State, and/or Local government entities, etc. Serves as a security expert and leads all aspects of the personnel suitability and security, including position risk designation, adjudication and reporting requirements. In doing so, determines suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions. Assists with coordinating and managing the OAS internal controls process and reporting requirements and recommends corrective actions. You may qualify at the VH-39 (GS-13) band level if you have one year of specialized experience equivalent to the VH-38 (GS-12) band level in the Federal service that demonstrates your ability to meet all three parts of the following:
Experience planning, developing, and leading personnel security/suitability and emergency preparedness programs. Experience interpreting and applying laws, regulations, executive orders, and other policies related to emergency preparedness. Experience overseeing and determining compliance with personnel security/suitability procedures and requirements. NOTE:

Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
