MASINT Functional Advisor

Major Duties and Responsibilities (MDRs) Evaluate, integrate, review, and develop planning efforts for area of responsibility in coordination and collaboration with other U.S. Government agencies. Manage the Measurement and Signature Intelligence (MASINT) portfolio, including a wide range of topics and issues spanning the MASINT domain. Communicate MASINT Functional Management strategy and community concerns to Office of the Director of National Intelligence (ODNI) leadership. Provide ODNI insight and priorities to the National MASINT Committee (MASCOM) and MASINT Board of Governors (BoG) in accordance with ICD 113; prepare ODNI senior leadership for IC engagement regarding MASINT collection and PED topics. Ensure MASCOM strategies align with IC guidance. Conduct in-depth assessments of MASINT collection and PED capabilities and provide expert counsel to ODNI senior leadership and National Intelligence Managers (NIMs) and National Intelligence Collection Officers (NICOs) to support decision-making on collection and analysis enterprise issues. Develop and review new MASINT system and associated Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) requirements, represent National Intelligence Manager (NIM) requirements/needs through Intelligence Community Capability Requirements (ICCR) process, and follow parallel DoD Joint Capabilities Integration and Development System (JCIDS) process. Analyze, develop and provide inputs to ODNI acquisition reviews. Advocate for adequate resources to develop and deliver MASINT capabilities supporting advanced analytics and automated collection. Analyze, develop and provide policy oversight/assessments regarding the future of collection and analysis capabilities and capacities for core MASINT missions. Develop substantive inputs to the intelligence planning, programming, budgeting, and evaluation process in order to secure appropriate funding for MASINT-related collection and PED capabilities. Act as liaison with ODNI elements and other agencies with responsibility for MASINT collection and PED to ensure alignment of programs, procedures, budgets, acquisitions, and guidelines. Advise Director for Mission Integration (DMI), Director for Mission Priorities, Analysis and Collection (MPAC), and input regarding integrating collection for MASINT programs; serve as a subject matter expert for integrating MASINT capabilities internally and with other technical intelligence disciplines; and facilitate technical reach back to MASINT organizations to support ODNI decisions. Lead the development of initiatives that will improve partnerships, promote best practices, and foster integration across the spectrum of Multi-INT disciplines. Support DMI and initiatives to address cross-cutting enterprise challenges and mission management priorities which can leverage MASINT capabilities. Support community decision-making forums for MASINT collection, analysis and mission prioritizations issues to align collection capabilities against enduring and emerging national intelligence priorities, programs, and initiatives, ensuring coordination among the major collection disciplines. Brief senior ODNI leaders, IC members, policymakers, military decision makers, members of Congress/staffs, and other major stakeholders on MASINT collection issues as necessary. Mandatory and Educational Requirements Expert knowledge and experience with the breadth of MASINT collection, MASINT planning processes, critical analysis, MASINT mission and program principals, as well as an understanding of how MASINT integrates with other intelligence disciplines. Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment. Superior ability to communicate very complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, to include senior-level policymakers and resource managers.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
