Accountant (Policy Analyst)

This position is located in the Office of Regulatory Policy, Operations Management and Accounting Team, which manages policy and regulation development activities that ensure the safety and soundness of the FCS located in McLean, VA. As an Accountant (Policy Analyst), your specific duties include:
Providing technical support and expertise in the development of FCA's accounting policies applicable to Farm Credit System (FCS) institutions. Participating in regulatory, policy, and prior approval projects, including those related to complex financial accounting, disclosure, and reporting issues. Identifying emerging issues and risks resulting from changes in the Farm Credit Act or other applicable federal laws, regulations, and industry standards and guidelines, and assess the impact of those issues on the operations of FCS institutions. Contributing to the development of FCA disclosure, reporting, and governance rules for compliance by FCS institutions. Participating in projects related to mergers, consolidations, or other corporate or non-corporate formations, adjustments, reorganizations, or terminations in accordance with FCA regulations and guidance. Preparing and delivering verbal and written briefings, reports, and other presentations to FCA management. To qualify for this position you must meet both the Basic Requirements and the Specialized Experience Requirements for the grade level(s) to which you are applying by the closing date of this announcement. Basic Requirements:
A degree in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. The term accounting means accounting and/or auditing. OR A combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. There is no substitute for education at the VH-38 grade level. Specialized Experience Requirements:
Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully. To qualify for this VH-38 (GS-12) band level, you must have specialized experience equivalent to the next lower band level, VH-37 (GS-11). Your descriptions of specialized experience should demonstrate your ability to advise on, administer, supervise, or perform professional accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of governmental, quasi-governmental, or private sector organizations. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience requires meeting all three parts of the following:
Conducting portions of studies on the impact or implementation of new GAAP standards; Researching and analyzing accounting and financial reporting issues; and Developing and presenting recommendations to higher-level decision makers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
