The Director of Operations:
Directly supports the Chief Examiner (CE) in planning, directing and controlling and administering the programs of the Office. Manages office monthly, quarterly, annual and ad-hoc reporting requirements. Formulates OE budgeting process and monitoring and recommends adjustments as needed. Administers and controls expenditures in accordance with approved budget, operating plans and agency policies and procedures. Develops and manages the OE quality control processes including FCA and OE performance measurement compilation and monitoring, directive updates and maintenance, internal audit and office-level quality assurance programs, and OMB-123 process development, management, and reporting. Represents OE/CE in development and analysis of Agency-level policy issues such as the Examination Manual, Informational Memoranda and Bookletters to FCS institutions, Examination Bulletins, OE Operational guidance, the OE Management Letter, and FCA Policy Procedures Manual (PPM) and financial accounting and regulatory reporting requirements. Leads briefings with FCA Senior Staff and the FCA Board on critical operational or FCS-related issues. You may qualify at the VH-42 band level if you have one year of specialized experience equivalent to the VH-41 (GS-15) band level in the Federal service that meets all six parts of the following:
Knowledge of examination, supervision, and auditing of Farm Credit System (FCS) institutions sufficient to provide oversight and advise on examination-related activities; Knowledge of financial institution governance, operations, and performance sufficient to conduct examination activities of FCS institutions; Experience presenting conclusions and guidance to parties within and external to FCA such as FCS institutions', boards and management; Experience analyzing and reporting on issues and matters related to economic processes, trends, standing and projections; Experience planning, distributing, coordinating, and monitoring work assignments of subordinate staff, coaching and developing staff, and evaluating performance; Experience in applying project management principles. You may qualify at the VH-41 band level if you have one year of specialized experience equivalent to the VH-40 (GS-14) band level in the Federal service that meets all six parts of the following:

Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement. Time after Competitive Appointment:
Current Federal employees must meet time after competitive appointment requirements per 5 CFR 330, Subpart E, by the closing date of the announcement.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
