Economist/Data Scientist

As an Economist/Data Scientist you will develop and maintain tools and models for evaluating market conditions and their impact on the performance of the FCS institutions. You will serve as the technical and analytical expert responsible for the development of complex queries for interacting with disparate databases to extract, manipulate, transform, and analyze data for use. In addition, the Incumbent:
Conducts research and prepares economic/data analyses for senior management on emerging economic, financial, and policy risks facing FCS institutions. This includes developing and/or analyzing alternative economic and financial scenarios for the industries served by the FCS. Monitors developments in the general economy, rural economy, and agricultural and rural utility sectors that may impact the operating environment of the FCA and the FCS. Develops, maintains, and validates analytical tools, models, and datasets used for monitoring and assessing the economic, financial, and policy risks facing the FCS. Initiates, formulates, plans, and executes analytic research projects and researches the quality of methodologies and measures pertaining to the assessment of the subject matter being studied. Projects include specification of research questions, selection of databases or other software appropriate to the problem, development of a plan of analysis incorporating advanced statistics, execution of the analysis, and interpretation and dissemination of the findings. Serves as project manager or team leader for projects and analyses of importance to agency management. To qualify for the Economist (0110) series:
A bachelor's degree or higher from an accredited college or university with a major in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; or a combination of education and experience including courses equivalent to a major in economics plus appropriate experience or additional education. In addition to the basic requirements above, your application must also demonstrate the specialized experience. To qualify for the Operations Research Analyst (1515) series:
Degree:
in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to the basic educational requirement, you must meet the following:
To qualify at the VH-38 (GS-12) band level you must have one (1) full year of specialized experience equivalent to at least the VH-37 (GS-11) band level in Federal service that has equipped you with the skills needed to successfully perform the duties of the position. Qualifying specialized experience must demonstrate meeting all of the following:
Experience using and maintaining economic or financial databases to identify and compile data and information used in models for analyses and reports; and Experience evaluating risk to commodity markets, credit markets, farm policy, or economic issues. There is no substitute of education for specialized experience for the VH-38 (GS-12) band level. To qualify at the VH-39 (GS-13) band level you must have one (1) full year of specialized experience equivalent to at least the VH-38 (GS-12) band level in Federal service that has equipped you with the skills needed to successfully perform the duties of the position. Qualifying specialized experience must demonstrate meeting all of the following:
Experience developing databases and models for performing economic or financial analyses to evaluate emerging risks in the financial sector; Experience tracking and modeling commodity markets, credit markets, farm policy, or economic issues to evaluate risk exposure; and Experience researching and producing studies on economic and financial topics that require use of economic or financial databases and models. There is no substitute of education for specialized experience for the VH-39 (GS-13) band level. To qualify at the VH-40 (GS-14) band level you must have one (1) full year of specialized experience equivalent to at least the VH-39 (GS-13) band level in Federal service that has equipped you with the skills needed to successfully perform the duties of the position. Qualifying specialized experience must demonstrate meeting all of the following:
Experience leading projects for developing databases and models for economic or financial analyses to evaluate emerging risks; Experience tracking and modeling commodity markets, credit markets, farm policy, or economic issues to evaluate risk; and Experience serving as a project manager or leading groups that may be multidisciplinary in nature and/or involve multiple agencies or organizations. There is no substitute of education for specialized experience for the VH-40 (GS-14) band level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current Federal employees must meet time after competitive appointment requirements per 5 CFR 330, Subpart E, by the closing date of the announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
