R-00123432 Description The Financial Services Budget Formulation Analyst will play a critical role in supporting the Intelligence Planning, Programming, Budget, and Execution ProcessThis includes, but is not limited to, developing, executing, and monitoring budgets for both internal and external needs, as well as contributing to the development, support, and execution of the National Intelligence Program (NIP) BudgetKey
Responsibilities:
o Provide expert guidance and produce reports related to budget and financial activities for the component.
o Support budget program execution, ensuring alignment with available resources and programmatic goals.
o Generate budget reports for customer offices, components, and NIP programs, including funding and activity summary profiles.
o Assist in developing, reviewing, and responding to budget exercise submissions to align with organizational strategic goals.
o Aid in developing fiscal guidance and implementation schedules for each budget phase, subject to customer review and acceptance.
o Contribute to the development of Standard Operating Procedures (SOPs) and recommend process enhancements.
o Contribute to the development of budget analysis, financial data calls, and portfolio reviews.
o Aid the customer in developing and evaluating fiscal program builds for both internal components and IC-wide Programs.
o Draft narratives, vignettes, and input for the Congressional Budget Justification Book (CBJB) to Congress.
o Support the development and production of the CBJB National Intelligence Program missions of interest, special topics, and related sections.
o Generate talking points, briefings, products, reports, and congressional directed action responses pertaining to the NIP, delivering these to large interagency forums and working groups.
o Assess the IC budget across cross-functional areas and disciplines.
o Participate in the full cycle of intelligence planning, programming, budgeting, and evaluation.
o Collaborate with USG and IC partners through large interagency forums and working groups.
o Collect and analyze various financial reports and data calls through strategic portfolio reviews.
o Track congressional legislation and its impacts on the NIP budget.
o Develop standard operating procedures and deliver training to customers.
o Develop and produce cost-benefit trade-offs and investment strategies for the NIP budgetBasic
Qualifications:
o Active TS/SCI clearance with CI Polygraph.
o Demonstrated experience in budget formulation activities.
o Proven experience in budget analysis.
o Familiarity with IPPBE processes.
o BA degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experienceAdditional experience may be exchanged for degree requirements.
o Minimum of five years of experience working with or in the Intelligence CommunityPay Range:
Pay Range $105,300.
00 - $190,350.
