DutiesThe Supervisory Program Manager:
Oversees the work of the R&T Program Development & Partnership Team while providing leadership in the development of team goals, objectives, priorities, strategies, milestones, performance measures, resource allocation, and plans for action.Recommends policies, goals, frameworks, and guidance that provide corporate leadership for the conduct of research and the deployment of technology and innovation deployment.Provides leadership and is responsible for coordination and integration of R&T program initiatives with internal and external stakeholders, including identifying and removing barriers to innovation delivery.Is responsible for advancing corporate role elements within the Federal Highway Administration (FHWA) by advancing strategies such as facilitating an improved corporate collaboration among FHWA R&T program managers of ongoing and future research, development, and deployment initiatives.Directs the development and review of R&T legislative proposals.The ideal candidate is a politically savvy individual with expert communication, collaboration and program management skills, and substantial experience working with outreach programs. QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience establishing program objectives to ensure that organizational goals and requirements are met;Experience developing short and long-term plans, policies, and guidance to support organizational priorities and program requirements;Experience evaluating and coaching the performance of staff to promote staff development and ensure that they are meeting performance goals.KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

The check will bounce and the victim is left responsible.
