Specific
Job Description:
Support assessments of the IC's production of collection and analysis, providing data extraction expertise toward producing assessments for seniors in the intelligence community.
Duties:
Ensure data integrity: technical skills to access and extract data, and highlight data integrity issues as they arise
Analyze and interpret data: interpretation and presentation of quantitative and qualitative information to highlight salient analytic findings
Draft analytic reports: strong writing skills tailored to the needs of senior officials. Experience in civilian intelligence agencies (CIA, DIA) preferred
Collaborate with Intelligence Community: general familiarity with IC processes (including the National Intelligence Priorities Framework) and production.
Required Skills: Data Methodology; Data Development; Research, Analysis and Writing Data Methodology
Experience utilizing data analytic tools (especially SPSS, SAS, R Mathematica or MATLAB) to perform data analysis, determine statistical significance of findings, and to standardize and automate data analysis processes through analytic code development
Experience working in relational database environments, utilizing concepts such as referential integrity, primary keys, foreign keys, SQL joins, and data constraints
Ability to author statistical narratives that report relevance and which integrate quantitative results with qualitative products, research and knowledge
Ability to write Excel macros (VBA) that automate functions such as table lookups, removal of duplicate data, data transformation for increased readability, and text parsing to facilitate data cleaning and analysis
Data Development
Experience utilizing data analytic tools (such as SPSS, SAS, R, Pentaho, PowerCenter, or Oracle) to develop extract transform load (ETL) programs that ingest new data sources or data streams, enforce data quality control standards, and transform data for analytic consumption
Experience leading applications development, including front-end and back-end development, using languages such as Java, Python, and/or Visual Basic
Ability to develop and enforce data quality control standards through implementation of data constraints and other quality assurance measures, transform and join data to make them more meaningful, and load data into standardized tables for immediate analytic consumption by senior analysts
Research, Analysis and Writing
Experience conducting research utilizing finished intelligence databases, including composition of complex Boolean logic queries to design targeted search criteria, as well as use of RSS feeds to promote real-time situational awareness for assigned areas of topical expertise.
Ability to quickly absorb and integrate multiple quantitative and qualitative data sources to produce a cogent, concise summary for use by key decision makers.
Experience conducting evaluations and assessments based on key performance indicators (KPIs) and other metrics.
Active TS/SCI with Polygraph
Desired Skills:
Ability to conduct deep-dive analysis on narrow intelligence, policy, or technical topics
Ability to lead or facilitate meetings with interagency participants and to deliver briefs and research findings to diverse audiences.
